Well since you're not limited on budget!! Aside from what I mentioned along with the rebore and gasket I suggest getting the pistons you will be using from Kameari in Japan as they have a set of high compression pistons. That will bring your compression ratio to about 11.1 but your oem conrods would need to have the pin bushings modified into full floating in order to use these pistons. Also getting wpc treated race main, rod, and thrust bearings.
As for the cylinder head I suggest porting it but not too aggressively as you would lose the low-end torque. And for the cam I would suggest going for either a 72 degree with a 6.8mm lift or a 74 degree with a 7.2mm lift these can be bought from Kameari as well a a regrind service to your existing cams.
Carbs wise going for a dual 40 weber is the way to go. And shim your oil pump with a 2mm washer to help with oil pressure.
For the crankshaft get it zero balanced so it can handle upto 8k rpms no problem. Back in the old TC freshman cup day they used to rev these upto 9.5k but I would suggest not to as doing so will shorten the lifespan of your engine.
